Aiming at the problem that damage and potential danger can be caused when cement which is provided with hot splashing slag of a converter and is likely to suffer from expansion stress is used in road pavements, bridges and the like, the invention discloses a building material, and in particular discloses a steel slag raw material of cement used in the building material, and the content of free calcium oxide in the steel slag raw material is no greater than 1.5%. The cement with the steel slag is stable in quality, and the long-term application observation and acceleration experiment observation show that no expansion stress is generated. Therefore, the building material is safe to use and can be widely used in fields such as road pavements and bridges.
