The invention relates to cement-based self-leveling mortar. The cement-based self-leveling mortar is characterized by comprising the following raw material components in parts by weight: 20-25 parts of PO42.5 cement, 8-10 parts of ground cement, 0.2-0.4 part of a water reducing agent, 0.009-0.01 part of a water retaining agent, 0.16-0.2 part of an early strength agent, 0.3-0.6 part of re-dispersible emulsion powder, 0.1-0.3 part of a defoaming agent, 14-16 parts of filler, 2.5-3.2 parts of an expanding agent and 48-50 parts of aggregate. The preparation method comprises the following steps: firstly weighing the PO42.5 cement, the filler and the expanding agent according to parts by weight, throwing the components into a grinding machine for grinding, throwing other components into a mixer, and mixing and stirring the components to obtain the cement-based self-leveling mortar. The preparation and application methods of the cement-based self-leveling mortar provided by the invention are simple and good in construction workability and have the advantages of good water resistance, low shrink, high mechanical properties and high self-leveling performance; by adopting the invention, problems of the existing double-component cement-based self-leveling mortar, such as complicated onsite construction process, unstable mortar properties and environmental pollution are effectively solved, and no toxic or harmful substance is contained, so that the cement-based self-leveling mortar is a green and environmental-friendly building material.
