The invention provides polymer plastic-blasting mortar and a preparation method thereof. The polymer plastic-blasting mortar comprises premixed powder and water, and a use amount of the water is 14-17% that of the premixed powder. The premixed powder comprises, by weight, 15-25% of cement, 30-55% of crude aggregate, 0.5-10% of an elastic additive, 5-10% of fine aggregate, 1-5% of an active light material and 1-3% of a premixed additive. The premixed additive comprises a corrosion inhibitor so that the polymer plastic-blasting mortar delays steel corrosion time. Through use of the elastic additive, the polymer plastic-blasting mortar has good shock resistance and good crack resistance.
