The invention relates to a toilet flushing control seat ring upturning device. A man upturns a toilet seat ring with a hand and then starts to pee each time before peeing to a toilet. A large number of men pee directly without upturning the toilet seat ring because of the worry about making hands dirty, so that urine is directly splashed to the toilet seat ring. The toilet flushing control seat ring upturning device comprises the toilet seat ring (1) and a toilet seat ring base (6), wherein a toilet seat ring connecting piece (15) of which the two ends are open is arranged on the toilet seat ring; a toilet seat ring damping sleeve (5) is arranged on the toilet seat ring base; the toilet seat ring is connected with the toilet seat ring damping sleeve through the toilet seat ring connecting piece; a pin box clamping groove (11) is formed in the toilet seat ring base; a pin box (20) is inserted into the pin box clamping groove and is fixed to one side of a toilet water tank (21). The upturning device provided by the invention is applied to a toilet flushing control seat ring.
