The invention discloses a lightweight sound-insulating and heat-preserving porous ceramic material and a preparation method thereof. The ceramic material is prepared from the following raw materials in percentage by mass by mixing: 85-90% of quartz wastes, 3-8% of potassium carbonate, 1-5% of sodium carbonate, and 1-3% of a foaming agent. According to the invention, through changing quartz wastes into things of value, the quartz wastes are subjected to secondary utilization, and the problem of pollution caused by wastes to the environment is reduced.
