The present invention provides an alkenyl terminated polyether ester, which is prepared through a reaction of trimethylol propane tri(methyl) acrylic ester and ethylene oxide or propylene oxide. The present invention further provides a water reducing agent prepared by adopting the alkenyl terminated polyether ester as the raw material, wherein the water reducing agent has characteristics of good water reduction, high slump keeping property, and high workability.
