The invention provides a device for preventing motor vehicles and pedestrians from running a red light and avoiding traffic jams, and belongs to the traffic field. The device is researched and developed based on the situation that vehicles and pedestrians run the red light at intersections frequently. In combination with traffic lights, the behaviors that the motor vehicles and the pedestrians run the red light can be effectively stopped through the device, the safety of the pedestrians can be protected, traffic participants are urged to consciously abide by traffic laws, and the problem of the traffic jams frequently generated at the intersections can be effectively solved. The device is switched on or switched off according to signals provided by the traffic lights at the intersections, the device is switched on and lifted more than 30 cm above the ground, and a warning light is arranged to prompt the motor vehicles and the pedestrians that the red light state is acquired at present and the motor vehicles and the pedestrians cannot pass. When multiple vehicles intersect and the jams are caused at the intersections, the device is switched on, the vehicles outside a stop line are prevented from entering a jam region, the vehicles in the intersections can be evacuated, and a basic setting continues to be returned after the vehicles are evacuated. The problem of the traffic jams can be effectively solved.
