The invention provides an immersed tube compaction pile or cast-in-place concrete pile construction device and method. A cylindrical heavy hammer is adopted to hammer a bottom end head immersed tube formed hole in a main pile tube; an air hole is formed in the head to reduce the main pile tube pulling resistance; an expanding plate connected with the main pile tube through a steel wire rope is arranged at the bottom of the head, the diameter of the formed hole is enlarged by increasing the diameter of the expanding plate, and therefore main pile tube pulling resistance is reduced. A fixed pulley block and a movable pulley block which are arranged on a main machine are adopted to greatly increase the main pile tube pulling capability.
