Disclosed are composite portland cement and a preparation method thereof, which relate to the field of a building material. The composite portland cement comprises the following components, by mass: (1) 40.0-70.0% of portland cement clinker, (2) 10.0-25.0% of calcium sulphoaluminate, (3) 5.0-15.0% of shale ash, (4) 5.0-15.0% of cobalt slag, (5) 5.0-15.0% of gangue, and (6) 3.5-5.0% of gypsum. The preparation method of the composite portland cement comprises: (1) material preparation, (2) pulverizing, (3) grinding, and (4) powder grinding. According to the invention, the composite portland cement prepared through the method is relatively small in cement powder size, comparatively large in specific surface area, and stable in performance, has excellent pressure resistance, early strength, and later strength, is low in cost, and is a relatively ideal cement material.
