The composite Portland cement comprises the followingcomponents in parts by mass: 35-55 parts of Portland cement clinker, 1-28 parts of limestone, 3-7 parts of desulfurized gypsum, 12-20 parts of energy industrial solid waste, 15-20 parts of mineral powder and 1-20 parts of ceramic tile polishing waste. The ceramic tile polishing waste comprises the following components in percentage by mass: 62%-72% of silicon dioxide, 21%-30% of aluminum oxide, 0.7%-1.5% of iron oxide, 4%-5% of calcium oxide, 1%-2% of magnesium oxide and 0.30%-0.89% of sulfur trioxide. The composite Portland cement provided by the invention has excellent compressive strength and flexural strength.
