The invention discloses a preparation method of a concrete artificial fish shelter material doped with rubber powder. Concrete is prepared by mixing and stirring water, cement, sand, crushed stones and the rubber powder according to the mass ratio, wherein the ratio of the water to the cement to the sand to the crushed stones is 637 to 1818 to 1696 to 2598; the 60-mesh rubber powder which is immersed with saturated NaOH for 48 hours and then is washed with the water is doped and the doping amount can replace 3.5%-10% of volume of the sand; after the mixture is poured and maintained for 28 days, the compressive strength of a concrete member containing the rubber powder is more than 50Mpa; the compressive strength requirements of shelters with the 100m seabed depth are met; and the water seepage resistance performance and the chloridion dispersion resistance performance of the concrete are better than those of standard concrete, and the durability service life of the concrete in the deep-sea artificial concrete shelters is greatly prolonged.
