The invention discloses a multi-stage oscillation amplitude oscillating wheel and an oscillatory road roller. The multi-stage oscillation amplitude oscillating wheel comprises a wheel structural assembly, and a traveling driving assembly, an oscillating driving assembly, a traveling fixing assembly and two oscillation exciters which are mounted in the wheel structural assembly; the two oscillation exciters are the exciters with adjustable static eccentric torques, and are mounted in the wheel structure assembly in an oscillating wheel geometric central axis symmetrical manner; the static eccentric torques of the two oscillation exciters are equal to each other and the phase difference is 180 degrees. The multi-stage oscillation amplitude oscillating wheel can be used for compaction working conditions with different oscillation amplitudes; the effects of improving the crushing of pavement aggregates and preventing over-compaction are achieved; the compaction efficiency and the adaptability are improved. The oscillatory road roller is configured with the multi-stage oscillation amplitude oscillating wheel; a relatively thick compacted material in a greater influence depth compared with the original influence depth is fully compacted by adopting large amplitude; an existing oscillatory road roller is replaced by small amplitude, and is used for compacting thin layers, such as a surface layer on asphalt and bridge deck pavement; the adaptability and the application range of the overall road roller are improved.
