The invention provides energy-saving cement, comprising the materials of: 42-46 parts of cement clinker, 18-28 parts of industrial waste residue, 12-22 parts of anhydrite, 7-12 parts of pigment, 10-20 parts of fluorgypsum, 10-30 parts of fly ash slag, 10-20 parts of slag, 15-20 parts of coal gangue and 20-30 parts of fly ash. The energy-saving cement involved in the invention is good in quality and capable of meeting the normal strength requirement.
