The invention provides an energy-saving coal saving agent for cement production, and particularly relates to an energy-saving coal saving agent for cement production. The combustion improver comprises the following raw materials in parts by weight: 5-15 parts of a crack spreading agent, 3-25 parts of dimethyl methanol-ethanol, 3-17 parts of a catalytic promoter, 3-15 parts of a combustion improver, 5-25 parts of a sulfur-fixing agent, 1-12 parts of a penetrant, 1-12 parts of an oxygen supply agent, 5-15 parts of high-aluminum vanadium or silicon-calcium slag, 2-18 parts of tartaric acid and 5-35 parts of a composite catalyst. When the coal-saving agent is used, the coal-saving agent (liquid) which accounts for 0.07% of the amount of pulverized coal is added on a raw coal feeding belt of a coal mill through a metering pump, and the standard coal consumption of clinker after the coal-saving agent is used is reduced by 3-4kg/t compared with that before the coal-saving agent is used.
