The invention discloses setting time-shortening energy-saving cement which is characterized by comprising clinker, mixed materials, fluorgypsum and pulverized coal ash in a weight ratio of 50: 44: 6, wherein the mixed materials comprise mineral slag, coal gangue and coal ash. Ammonium chloride is added into the cement as a cement stabilizing agent or by taking ammonium chloride as a main component, a certain amount of a carrier, a plasticizer and a corrosion inhibitor are added into the cement as the cement stabilizing agent, wherein the ammonium chloride accounts for 0.5% by weight. The setting time-shortening energy-saving cement disclosed by the invention has the beneficial effects that the cement disclosed by the invention is good in adhesiveness and is more firm and durable after setting.
