The invention relates to a special cementing material for fine-particle-scale gangue paste and a preparation method and belongs to cementing materials for coal mine paste filling and preparation methods. The cementing material contains the ingredients in percentage by weight respectively: 40-80% of slag powder, 5-45% of pulverized coal ash, 5-10% of cement clinker, 3-5% of gypsum, 2-4% of lime and 1-3% of composite modifier. The prepared cementing material can replace normal cement and serve as the cementing material for coal mine fine-particle-scale gangue paste filling and has relatively high adaptability to fine-particle-scale gangue, so that the problem of adaptability with filling aggregate with high shale content is fundamentally solved. The cementing material is wide in raw material source, simple in production procedure and low in production cost and energy consumption. The fine-particle-scale gangue paste prepared by using the cementing material is short in stripping time and high in early and later strength; meanwhile, the cementing material has the advantages that stacked abandoned gangue of coal mines can be greatly treated, the efficiency of gangue paste filled mining is increased, the cost of paste filled mining is reduced, and the sustainability of paste filled mining for the coal mines is maintained.
