The invention relates to the technical field of earth retaining and water drainage and discloses a novel retaining plate reverse-filtering drainage system and a construction method. The construction method includes: pouring a concrete base layer of a reverse-filtering layer; laying a drainage net core on the reverse-filtering layer; building an earth retaining wall; filling and building a gravel layer, and laying a nonwoven water isolating layer till a wall top; pre-burying a water collection pipe and a water discharge pipe at the bottom, and connecting the same by adopting a three-way connector; extending the drainage net core into an open groove of the water collection pipe; pouring a top platform or backfilling clay at the top to cut off ground water. The novel retaining wall reverse-filtering drainage system is short in construction time and has a good drainage function and certain strength, blockage of a drainage passage due to the fact that concrete intrudes into a reverse-filtering drainage structure during concrete pouring is avoided, and drainage effect is guaranteed.
