The invention relates to a polluted-soil restoration system applicable to a soft-soil foundation and a restoration method. The polluted-soil restoration system comprises a negative-pressure forming device, a circular filtering well and a sand well, wherein the circular filtering well is arranged in a polluted-soil foundation and is internally provided with a well-wall sleeve which is internally provided with a restoring pile core; the sand well is arranged in the polluted-soil foundation; a sand cushion layer, a sealing film and sealing soil are arranged at a wellhead of the circular filtering well in sequence from bottom to top; a water filtering pipe is buried in the sand cushion layer; the distance between the circular filtering well and the sand well is not more than 5m; a water discharging groove is arranged on the polluted-soil foundation; the negative-pressure forming device is respectively communicated with the water filtering pipe and the water discharging groove; liquid in the polluted-soil foundation flows into the sand well by the circular filtering well and the negative-pressure forming device; liquid in the sand well permeates into the circular filtering well under the negative-pressure environment formed in the circular filtering well. The polluted-soil restoration system has the advantages of simple structure, strong applicability, less ecological influence and low cost, and also has the beneficial effects that the concentration of pollutants in the soft-soil foundation can be fast and effectively reduced and the purpose of restoring the soil can be achieved.
