Disclosed is a building permanence leakage prevention and heat insulation method. The method is characterized in that lead plates are spread on the top of a building, the lead plates are connected to form a leakage prevention layer preventing water from being leaked from the outer surface to the inner surface of the lead plate, the lead plates are coiled materials suitable for roof spreading, the lead plates are bent at the edge of a roof to wrap the eave, and every two adjacent lead plates are connected in a welded mode.
