The invention provides a construction method for a building outer wall insulating layer. The method includes the following steps that pretreatment is conducted on the surface of an outer wall body; a fastening net is laid; moist curing is conducted on the surface of the outer wall body; an insulation board is prepared; through-wall bolts are arranged on the surface of the outer wall body, the outer wall body is coated with a layer of interface adhesive, and the insulation board is fixedly mounted on the interface adhesive; the insulation board is coated with anti-cracking adhesive cement; alkali-resisting glass fiber gridding cloth is laid; the anti-cracking adhesive cement is coated; an inflaming retarding layer is coated; a waterproof layer is smeared, and airing is conducted for a period of time; flexible waterproof putty is smeared, a layer of coating is coated finally, and accordingly the building outer wall insulating layer can be constructed. According to the construction method for the building outer wall insulating layer, high-strength thermal insulation property can be achieved, water resistance and flame retardant property are achieved, and carbon black is adopted so that the insulation effect of the insulating layer can be improved to a certain degree; oval holes are formed, steel wire balls are arranged in the holes, the bolts are arranged to penetrate through the holes, and thus the pasting ability of the insulating layer can be enhanced obviously.
