The invention discloses a rolling wheel telescopic device of a cable rope winding machine, and relates to the technical field of cable rope winding equipment. The rolling wheel telescopic device comprises two annular lining plates with center holes and a plurality of axial connecting rods penetrating through the space between the two annular lining plates, and the annular lining plates are composed of two arc-shaped side plates in lap joint end to end. A plurality of fixed plates are arranged on each annular lining plate, adjusting shafts with counter bores are arranged on the fixed plates in a penetrating mode, and radial sliding shafts stretching into the center holes are arranged in the counter bores of the adjusting shafts through springs. The front ends of the radial sliding shafts are connected with rolling wheel supports, the rolling wheel supports are provided with mounting portions and guide portions connected with mounting portions, and rolling wheels are arranged on the mounting portions through pin shafts. Lifting levers are arranged on the guide portions and sequentially penetrate through the fixed plates and angle locating plates, and the angle locating plates are arranged on the adjusting shafts through adjusting nuts in a penetrating mode. Compared with the prior art, the problems that an existing cable rope winding machine is single in applicability and poor in winding quality stability can be solved.
