The invention discloses a cement anti-collision road barrier. The cement anti-collision road barrier comprises a barrier body and an elastic anti-collision layer, the barrier body comprises a barrier head and a barrier base, an inserting groove is formed in the top end of the barrier head, clamping grooves are formed in the two sides of the barrier base respectively, the outside of the barrier body is wrapped by the elastic anti-collision layer, an inserting block is arranged in the middle of the inner side of the elastic anti-collision layer, clamping blocks are arranged at the two ends of the elastic anti-collision layer, the inserting block is matched with the inserting groove, and the clamping blocks are matched with the clamping grooves. By means of the cement anti-collision road barrier, the situation that a vehicle or a driver is scratched or collided to be injured when crashing into the road barrier can be avoided.
