The invention relates to a blocking-preventing pedestal pan. The pedestal pan comprises a base, a cover plate, a basin body, a rotating cutter and a pedal assembly. A first clamping groove is formed in the periphery of an upper opening in the base, a second clamping groove and a third clamping groove are formed in the periphery of a lower opening in the cover plate, the first clamping groove and the second clamping groove are connected in a buckled mode, the basin body is arranged inside the base, and a fourth clamping groove is formed in the periphery of an upper opening in the basin body and connected with the third clamping groove in a buckled mode. The rotating cutter is arranged at the connecting position of the basin body and a drain pipe, the pedal assembly comprises a pedal, a rotating shaft, a fixing rod and an unlocking component, the rotating shaft is fixedly connected with the front end of the base in the transverse direction, and the fixing rod is fixedly connected with the front end of the base in the longitudinal direction. When the pedestal pan is cleaned, all the components can be separately cleaned without dead corners, and a child or a user of short stature uses the pedestal pan conveniently. In addition, the rotating cutter is arranged at the connecting position of the basin body and the drain pipe, and in this way, when flushing is performed, the rotating cutter is started to prevent blocking of the pedestal pan.
