The invention provides a method for preparation of dam cement by using coal mine wastes, wherein the method includes the following steps: weighing raw materials according to the weight ratio of coal gangue to lime to gypsum of 35 to (58.43-57.46) to (6.53-7.53), adding 0.1-0.3% of dicalcium silicate as a crystal stabilizer, then adding 3% of boric acid, grinding to make the fineness be 0.08 nm, adding 20-30% of water, forming, sintering to 1380 DEG C in a silicon molybdenum furnace, carrying out heat preservation for 40 min, shock-chilling in air to obtain a dam cement clinker, and then mixing and grinding with 5% of a gypsum set-controlling admixture to obtain the dam cement. The purposes of comprehensive utilization of secondary resources and energy saving are achieved, and the method has significant economic and social benefits.
