The invention provides a preparation method of environment-friendly cement by using building waste, and is applied to the field of building materials. In the steps of material preparation and accurate grinding, original concrete blocks are accurately ground into particles, and substances with poor heat resistance in the concrete particles are removed in the calcining process; meanwhile, particles with poor internal quality are removed through a final-step sedimentation method, so that the effects of utilizing waste materials and not reducing the original cement quality are achieved; in order to avoid the situation that after active materials such as slag and fly ash are neutralized, the overall water resistance, heat resistance and tensile strength of the cement can be improved; meanwhile, the cement has the comprehensive characteristics of being slow in coagulation, poor in freezing resistance and poor in carbon resistance, and the overall coagulation efficiency and freezing resistance are improved by adding the cement antifreeze agent and sulfur aluminum and fluorine aluminum in the grinding aid.
