The ocean oil stain dry ice cleaning device comprises a conveying device, a dry ice device, a heating device and a controller, wherein the conveying device comprises a water-surface floating conveying device and a non-water-surface conveying device, the dry ice device comprises dry ice balls, dry ice is disposed inside a cavity of the dry ice ball, and the controller is connected to the conveying device, the dry ice device and the heating device by controlling wires. During utilization, the dry ice balls are made by the dry ice device, the dry ice balls are conveyed by the conveying device to positions of water surface floating oil, the floating oil is condensed and absorbed by the dry ice balls, the dry ice balls absorbing the floating oil are conveyed by the conveying device to the heating device, and the floating oil absorbed by the dry ice balls is removed by the heating device and then collected in an oil tank, so that energy saving, environmental protection, and circulatory cleaning of the floating oil on oceans or rivers are realized.
