An energy-saving ocean oil stain remover comprises a floating oil adsorption device, a transferring device, an air conveying device, a heat pump device and a controller. The floating oil adsorption device comprises an adsorbed oil conveyor belt, a floater and an oil adsorption ball. The floater comprises a lifting pool, an oil adsorption tank and a traction connector, wherein the lifting pool and the oil adsorption tank are connected into a whole; an opening of the lifting pool is upward, and an opening of the oil adsorption tank is downward; the oil adsorption tank is provided with an oil guiding channel, so that floating oil on the water surface enters the oil adsorption tank via the oil guiding channel. The controller is provided with a first sensor and a second sensor. When the floating oil adsorption device operates, the controller controls a first pump and a second pump to operate according to signals of the first sensor and the second sensor, so that the water reserve volume of the lifting pool is increased or decreased; the floater is controlled to ascend or descend, so that the oil adsorption ball in the oil adsorption tank of the floater is located at the position of a floating oil layer, and the purpose of removing floating oil by means of condensation and adsorption of the oil adsorption ball is achieved.
