The invention discloses a concrete outer wall screw rod hole sealing and blocking structure, which comprises a concrete outer wall and a screw rod hole, wherein the screw rod hole penetrates through the cross section of the concrete outer wall; injection holes are formed in the inner side and the outer side of the screw rod hole; the screw rod hole is filled with foaming agents; waterproof mortar is injected into the injection holes of the screw holes formed at the two sides of the foaming agents and is used for sealing and blocking; three polyurethane waterproof paint layers sequentially coat the outer side surface of the concrete outer wall; and then, a cement mortar protection layer coats the outside of the three polyurethane paint layers for integrally sealing and blocking the screw rod hole. The invention also discloses a concrete outer wall screw rod hole sealing and blocking construction method. Compared with a conventional construction method, the concrete outer wall screw rod hole sealing and blocking construction method has the advantages that the operation process is simple; the implementation is easy; the concrete outer wall screw rod hole water seepage phenomenon is avoided; the anti-seepage effect of the construction method is good; the seepage due to improper screw rod hole sealing and blocking processing of the concrete outer wall surface is avoided; the engineering progress and the quality guarantee are facilitated; the repair cost due to seepage can be greatly reduced by the same concrete outer wall; and the cost is reduced.
