The invention provides a venetian blind ascending and descending controller for a double-layer hollow glass built-in window blind, and belongs to the technical field of sun shading hollow glass products. The venetian blind ascending and descending controller comprises a sliding seat, an upper sliding guide rolling wheel, a lower sliding guide rolling wheel and a group of magnet blocks, wherein a magnet block sucking plate is fixed on the bottom of a sliding seat cavity; the upper sliding guide rolling wheel is supported in an upper sliding guide rolling wheel cavity; the lower sliding guide rolling wheel is supported in a lower sliding guide rolling wheel cavity; and the magnet blocks are embedded in the sliding seat cavity and are sucked with the magnet block sucking plate. The venetian blind ascending and descending controller is characterized by also comprising a sliding seat encloser, a damping mechanism and at least one encloser elastic acting element, wherein a damping mechanism matching cavity is arranged on the sliding seat; the damping mechanism is arranged in the damping mechanism matching cavity; the sliding seat encloser forms a sliding seat accommodating cavity; a damping sliding block guide lug boss is formed on the cavity bottom wall of the sliding seat accommodating cavity and is provided with a guide lug boss top surface, a guide lug boss first inclined surface and a guide lug boss second inclined surface; and a sliding guide block is formed on the outer wall of one side in the height direction of the sliding seat encloser. The sliding seat is enabled to upwards or downwards move freely; the sliding seat is locked in a self locking mode; and the abnormal slippage is avoided.
