The preparation method comprises the following steps: carrying out water washing and lime neutralization on phosphogypsum, calcining to obtain micro/nano phosphogypsum, pulverizing the micro/nano phosphogypsum and lime rock slag to obtain mixed powder, adding a Portland cement composite setting accelerator, an alkaline activator and methyl cellulose into the mixed powder to obtain a phosphogypsum-base cementing material, pulverizing, adding expanded perlite, polystyrene foam particles, furnace slag and polysiloxane, hardening, drying and pulverizing. The CaO added into the phosphogypsum can reduce the adverse effects of phosphorus and fluorine in the phosphogypsum on the phosphogypsum-base mortar. The added expanded perlite obviously enhances the thermal-insulation property of the mortar.
