The invention aims at constructing a parking lot by utilizing the existing spaces of road junctions, roads and squares without occupying the existing land. Vehicles previously parked on the roadside can be parked in overhead parking lots constructed on the road, and temporarily parked vehicles can be parked in parking lots constructed over the road junctions (squares). According to actual demands, one or more layers of parking lot can be constructed. The parking lot can be constructed on the road junctions, the squares and the roads of a cell according to the comprehensive situations of the cell. Therefore, the invention solves the problem of parking difficulty; a clear road is recovered, no illegally parked vehicles exist, and the originally set one-way street can also be relieved; the energy source is saved, and the emission is reduced; the cleanness of a city is completely recovered.
