The invention relates to a rock wool exterior wall heat-insulating composite decorating plate for buildings and a mounting method thereof. The rock wool exterior wall heat-insulating decorating plate for buildings comprises a group of composite decorating plates (14); the group of composite decorating plates are firmly pasted to a wall (1) through pasting mortar (2); a group of anchor bolts (13) are prefabricated in the wall; the group of anchor bolts penetrate the composite decorating plates; a foam strip (9), an expansion strip (10) and a building neutral weatherable sealant (11) are disposed between every two composite decorating plates, the expansion strip is disposed above the foam strip, and the building neutral weatherable sealant is disposed above the expansion strip.
