The invention discloses a lifting appliance special for hydraulically lifting a glass reinforced plastic inner cylinder of a chimney and a construction method of the lifting appliance. The lifting appliance comprises an annular hoop which works in cooperation with an annular bracket on the outer wall of the glass reinforced plastic inner cylinder. The annular hoop is formed by splicing a plurality of arc-shaped hoop units; the lifting point of each arc-shaped hoop unit is provided with lifting holes, and slings penetrate through the lifting holes and are fixed through the lifting holes; the annular hoop is fastened under the annular bracket on the glass reinforced plastic inner cylinder. The glass reinforced plastic inner cylinder can be lifted in the longitudinal direction by upward lifting of the slings.
