The invention discloses a preparation method for a phosphorus-slag micropowder applied to a cement-based material. Calcium formate and calcium hydroxide are independently or both selected for compatibility as a function conditioning agent. The preparation method for the phosphorus-slag micropowder comprises directly discharging melt phosphorus slag real-timely generated in a yellow-phosphorus electric furnace into a water solution doped with the function conditioning agent so as to perform water quenching immersing processing, then sending into an electric dryer for drying, and then sending into vertical mill equipment for grinding, so as to prepare the finished product. Calcium ion in the function-conditioning-agent water solution is combined with phosphorus-slag compositions causing slow hardening of a cement base material, and an insoluble precipitate is formed; and calcium formate/ calcium hydroxide is uniformly attached to the surface of the phosphorus slag particle immersed in the function-conditioning-agent water solution, and early hydration activity of a phosphorus-slag-doped cement material is facilitated to be excitated. Compared with conventional methods of adding activating modifiers or activity exciting agents during mechanical grinding of the phosphorus slag, the method is simplified in preparation technology, and helps to effectively solve the problems that the phosphorus-slag-doped cement material is slowly hardened, is low in early strength and the like.
