The invention provides an intelligent well cover alarm system based on a mobile phone. The intelligent well cover system comprises a well cover, a server and the mobile phone. The well cover comprises a cylindrical cover body on which pulling holes are arranged. The edge of the bottom surface of the cover body is provided with a normally open button; the cover body is internally provided with a battery, a controller, a WIFI module and a positioning module. The controller is connected with the battery, the normally open button, the WIFI module and the positioning module. The controller is used for transmitting a received WIFI signal through the WIFI module and transmitting a normally open button signal and a positioning signal to the server. The server forwards the positioning signal to the mobile phone when the received normally open button signal is an off signal. The well cover of the invention can perform alarming when opened. Furthermore the well cover can receive the WIFI signal and transmit the WIFI signal. Networking among well covers can be realized, thereby reducing number of constructed networking transmission stations and reducing cost.
