The method comprises the steps that exhaust gas produced after the chemical gypsum is dried is used for drying the carbide slags, the chemical gypsum is dried and dewatered through tandem preheaters, the exhaust gas exhausted from the preheaters enters a beating and drying machine and is used for drying the carbide slags, and sulfur dioxide in the exhaust gas is removed; the dried carbide slags directly enter a rotary kiln and is mixed and calcined with materials from a reduction furnace to obtain sulfur dioxide gas and cement clinker, heat in the sulfur dioxide gas is recycled through a boiler, and sulfuric acid is prepared through the processes such as dedusting and purifying according to a traditional method. According to the comprehensive utilization method of the chemical gypsum and the carbide slags, existing equipment is fully utilized, the chemical gypsum, carbide slag drying, reduction decomposition and rotary kiln calcination are organically combined into a whole, the processes are brief, stepped reasonable utilization of energy is achieved, and the coal-saving and electricity-saving effects are significant.
