The invention relates to a steel pipe driven pile foundation with a steel boxed cofferdam and dual bearing platforms, and a construction method of the foundation. The upper part of the foundation is the steel boxed cofferdam, the lower part of the foundation is a steel pipe driven pile foundation body, and the steel boxed cofferdam and the steel pipe driven pile foundation body are fixedly connected through the lower bearing platform. The upper bearing platform and a pier base are arranged on the steel boxed cofferdam. A thin-wall shell of the steel boxed cofferdam is filled with concrete, and the bottom of the steel boxed cofferdam is filled with subsealing concrete. The construction method includes the steps that a steel pipe pile is driven into a pier location stratum, the steel boxed cofferdam obtained through manufacturing is transported to the pier location, is positioned accurately and sinks for implantation by injecting water, then pouring of the subsealing concrete of the steel boxed cofferdam and concrete filling in the steel shell are performed, water in the steel boxed cofferdam is pumped out, and the lower and upper bearing platforms are constructed on the water-free condition. The foundation can resist horizontal loads, avoid risks of the sinking construction and shorten the construction period, and is low in manufacturing price, high in efficiency and reliable in quality. The foundation is applicable to bridge foundations and electric tower foundations built in oceans or rivers with large water depth and strong scouring, and can effectively reduce the current force and river-bed scouring.
