The invention relates to the technical field of bridge construction, and discloses a pier-side bracket with a double-wall steel boxed cofferdam as a foundation and a construction method. The pier-side bracket comprises column feet, steel pipe piles, a connecting system, an attached wall and distribution beams, wherein the column feet are arranged along the double-wall steel boxed cofferdam and located at the top end of a bulkhead; the steel pipe piles are erected on the column feet; the connecting system is arranged between the adjacent steel pipe piles; the attached wall is arranged between the steel pipe piles and a pier; and the distribution beams are arranged at the tops of the steel pipe piles. The pier-side bracket has the following advantages and effects that the double-wall steel boxed cofferdam is directly used as the foundation, a driven pile or drilled pile foundation does not need to be arranged, stress is definite, the structure is stable and reliable, the construction risk is reduced, and the construction period is shortened; and the bracket does not need to be arranged to be inclined, so that an opposite-pulling structure with a complicated structure is omitted, and the construction cost is reduced.
