The invention relates to the embankment draining engineering field, and concretely relates to an embankment transverse draining construction method without excavation and being capable of recycling. The method can be used when road pavements have phenomena of pits, cracks, nonuniform settlement, fracture, rainwater in an embankment, capillary water and rainwater which cannot be drained in a medial strip. According to an embankment water content and disease degree, a position of a water seepage pipe is determined, drilling is carried out, and a water seepage pipe is installed. A three-dimensional porous resin filter core is arranged in the water seepage pipe, a hole opening is sealed, the scene is cleaned after construction, and the embankment water content is monitored again after a period of time. The method is advantaged by simple construction, short cycle and low engineering cost.
