The invention relates to a reflection heat insulation type photovoltaic building elevation and a photovoltaic building. The reflection heat insulation type photovoltaic building elevation includes a building exterior wall and a photovoltaic panel arranged at the outer side of the building exterior wall; the surface of the outer side of the building exterior wall is provided with a heat reflection layer; and an air flow channel for air circulation exists between the photovoltaic panel and the building exterior wall. The photovoltaic building is a building at least one surface of which adopts the reflection heat insulation type photovoltaic building elevation. Compared with the prior art, the reflection heat insulation type photovoltaic building elevation of the invention is provided with the heat reflection layer which can reflect heat emitted by the back panel of the photovoltaic panel, and therefore, indoor temperature rise of the building caused by heat emission of the back panel of the photovoltaic panel can be alleviated, and the reflection heat insulation type photovoltaic building elevation is provided with the air flow channel which makes reflected heat taken away from the surface of the wall through air.
