The method comprises the steps that 1, weighing and batching are conducted on original powder of BaCO3, Li2CO3, ZnO and GeO2 of which the purity is 99.9 wt% or above according to components of BaLi2ZnGeO5; 2, wet-type ball-milling and mixing are conducted on the raw materials in the first step for 12 h, a milling medium adopts distilled water, and after drying is conducted, presintering is conducted in the air atmosphere of 900 DEG C for 6 h; 3, a binder is added to the powder prepared in the second step, granulation is conducted, compression molding is conducted, and sintering is conducted in the air atmosphere ranging from 950 DEG C to 1,000 DEG C for 4 h, wherein the binder adopts a polyvinyl alcohol solution of which the mass concentration is five percent, and the additive amount of polyvinyl alcohol accounts for three percent of the total mass of the powder. The prepared ceramic is well sintered below 1000 DEG C, the dielectric constant reaches 17.0-17.6, the value of the quality factor Qf reaches up to 97,000-163,000 GHz, the resonant frequency temperature coefficient is small, and enormous application value in the industry is achieved.
