The invention discloses a formula of an inorganic thermal insulation mortar. The inorganic thermal insulation mortar is composed of, by weight, 70 to 90 parts of cement, 18 to 22 parts of flyash, 0 to 10 parts of Heavy Calcium Carbonate, 0.05 part of starch ether, 0.75 parts of cellulose ether, 0.04 part of wood fiber, 0.02 part of PP fiber, 1.5 parts of 5044N rubber powder, 100 to 120 parts of glass bead, and 0.5 to 1 part of SEBS FG 1901X. According to a preparation method, SEBS FG 1901X thermoplastic elastomer is added so as to improve high and low temperature cracking resistance of the inorganic thermal insulation mortar; the inorganic thermal insulation mortar possesses excellent binding force on a plurality of thermal insulation materials, and excellent flexibility, water resistance, and weather resistance.
