The preparation method comprises the following steps: uniformly mixing the limestone powder, the silica fume and the dolomite powder, uniformly mixing with the ardealite, aging, adding the carboxyethyl cellulose, grinding and mixing to obtain the ardealite composite cement retarder. The retarding cement provided by the invention comprises the phosphogypsum composite cement retarder. The preparation method of the retarded cement comprises the following steps: grinding cement clinker, a mixed material and the phosphogypsum composite cement retarder, and uniformly mixing to obtain the retarded cement. According to the ardealite composite cement retarder prepared by the method, the influence of ardealite from different producing areas and different batches on the setting time is eliminated.
