The invention discloses a water-resistant phosphogypsum board, which comprises the following components in parts by mass: 400-600 parts of phosphogypsum clinker, 0.5-1.5 parts of rubber powder, 0.05-2parts of organic silicone oil, 2-9 parts of white cement, 2.5-5 parts of modified starch, 0.2-0.5 part of a foaming agent, 0.04-4 parts of a water reducing enhancer, and 200-380 parts of water. According to the invention, the water-resistant phosphogypsum board can effectively remove the influence of water-soluble phosphorus in phosphogypsum on the hydrophobic property of organic silicone oil, sothat the water absorption rate of the phosphogypsum board is not more than 10% after the phosphogypsum board is soaked in water for 2 hours; and after the white cement is doped into the phosphogypsumclinker, the workability of the phosphogypsum clinker and the white cement is good, the problems of bleeding, bulging and the like are avoided when the phosphogypsum clinker is in preparation of phosphogypsum boards, and the strength of the phosphogypsum boards can be improved.
