The invention provides a curing agent and a curing method for phosphogypsum waste residues. According to the invention, cement clinker, coal ash, an activating agent and mineral powder are used as rawmaterials; the synergistic effect of the raw materials is utilized; the consolidation properties of a material is improved; under the action of an aqueous medium, the cement clinker is easy to form polar ions OH<->, so dissolution and disintegration of phosphogypsum can be promoted; a strong alkaline environment is provided for the mineral powder; an alkaline excitation effect is generated; the reaction process is accelerated; and the mineral powder can provide hydration activity binding sites; and a solidified body with good mechanical properties and good chemical stability is generated after an activating reaction of the activating agent. According to the invention, a large amount of solid waste are consumed; resourceful utilization of the waste residues is achieved; the effect of treating waste with waste is achieved; and the solidification cost of phosphorus slags is reduced; the curing agent has high curing strength, effectively cures toxic and harmful substances in phosphogypsum, solves the problem of treatment of pollutants like phosphorus and arsenic in the phosphogypsum, effectively reduces environmental pollution and protects the environment; and an effective solution isprovided for resourceful utilization of the phosphogypsum.
