The ardealite composite soil stabilizer is prepared by mixing the following components in parts by mass: 20-30 parts of ardealite, 18-33 parts of cement, 32-54 parts of slag and 3-7 parts of quick lime. When the phosphogypsum composite soil curing agent is used for curing polluting silt, the phosphogypsum composite soil curing agent, water and the polluting silt are mixed, stirred and cured, and the compressive strength of the obtained cured soil is larger than or equal to 2 MPa; the adding amount of the polluting silt is 5-10 times of the mass of the phosphogypsum composite soil stabilizer. According to the invention, the problem of treatment of the phosphogypsum as polluted solid wastes in the phosphating industry is successfully solved, and heavy metal ions and polluting silt are successfully cured by using the curing agent with high curing performance, so that air pollution caused by dust flying and water and soil pollution caused by the heavy metal ions are prevented.
