The environmentally-friendly plastic runway comprises a bottom layer, a base layer and a surface layer which are sequentially arranged from bottom to top, wherein the bottom layer comprises a gravel layer and an asphalt layer poured on the gravel layer; the base layer comprises a gravel and waste tire rubber particle mixed layer; the volume ratio of gravels to waste tire rubber particles is (1: 1)-(1: 3); and the surface layer comprises the following components in parts by weight: 80-120 parts of modified polyether, 40-50 parts of diphenylmethane diisocyanate, 50-60 parts of a water-based acrylate emulsion, 4-10 parts of a chain extender, 1-3 parts of an ultraviolet light absorber, 1-3 parts of a defoaming agent, 1-5 parts of a plasticizer, 0.5-1.5 parts of a thickening agent, 0.5-1.5 parts of a silane coupling agent, 3-8 parts of a rheological agent, 5-15 parts of an amine curing agent, 3-5 parts of carbon fibers and 40-70 parts of an inorganic filling material. The environmentally-friendly plastic runway provided by the invention is safe and environmentally-friendly and has good elasticity.
