The cofferdam construction devicecapable of realizing three-dimensional drainage and vacuum preloading treatment for the bagged sludge comprises an anti-seepage geotextile bag and a drainage assembly, wherein a sludge filler is filled into the anti-seepage geotextile bag; the drainage assembly is arranged in the anti-seepage geotextile bag; and water in the sludge filler is extracted through a vacuumizing device connected with the drainage assembly, so that the sludge in the anti-seepage geotextile bag is rapidly solidified to achieve the requirements of strength and stability. The process has the advantages of being simple in construction procedure, high in solidification and drainage efficiency, high in cofferdam strength and stability, low in project cost, and the like, and is wide in application field, and especiallyappliable to various overwater cofferdam projects and underground cofferdam projects such as land, sea and lakes; and the sludge is used for replacing a sand source, so that the problem of sludge discarding is solved, and the problem of sand source scarcity is also solved.
