The invention relates to the technical field of pipe jacking construction and especially relates to a pipe jacking device and a pipe jacking construction process. The device comprises a conical ejector head arranged at one end of a pipeline, and a hollow cylinder matched with the pipeline is arranged in the pipeline; a limiting piece for relatively fixing or separating the hollow cylinder and thepipeline is arranged between the hollow cylinder and the pipeline; two ends of the hollow cylinder are flush with the two ends of the pipeline; a connector is arranged at one end, away from the ejector head, of the hollow cylinder, and an inner diameter of the connector is the same with that of the hollow cylinder and an outer diameter is smaller than that of the hollow cylinder; and a threaded groove matched with the connector is arranged in one end of the hollow cylinder, and a driving assembly for driving the hollow cylinder and the pipeline to move along an axis direction of the hollow cylinder and the pipeline is arranged at one end, away from the ejector head, of the pipeline. Effects of reducing a workload of groove excavation, saving time and a labor and reducing a possibility of environmental pollution are achieved.
