The invention discloses high-toughness ultra-high performance concrete doped with metakaolin and magnesium oxide. The components are mixed according to the following mass ratio; wherein the ratio of the ordinary Portland cement to the metakaolin to the magnesium oxide to the silica fume to the quartz powder to the water reducing agent to the water to the quartz sand is 1: (0.05-0.2): (0.05-0.2): (0.25-0.45): (0.3-0.5): (0.02-0.04): (0.3-0.4): (1.2-1.5), and the volume mixing amount of the steel fibers is 0.5%-3%. The flexural strength of the concrete is greatly improved compared with that of ultra-high performance concrete with the same water-binder ratio, glue-sand ratio and steel fiber mixing amount. In the practical application of the ultra-high performance concrete, due to the high breaking strength, the steel bar consumption can be reduced, even no steel bar is matched, and the material cost and the labor cost can be reduced. Ordinary Portland cement produces pollution in the production process, and metakaolin and magnesium oxide are used for replacing part of ordinary Portland cement, so that environmental protection is facilitated.
